Request for Proposal: General Level 1 Exam Redevelopment
The Alberta Insurance Council (AIC) is looking to retain psychometric services to support the redevelopment of the General Insurance Level 1 licensing examination.
As Alberta’s insurance regulator, the AIC develops and administers licensing examinations that help ensure insurance professionals meet the standards of competency, integrity and professionalism required to serve Albertans. The General Insurance Level 1 exam is a high-stakes examination offered over 2,500 times annually and is a key pathway to licensure for general insurance agents in Alberta.
About the project
The project includes the development of a defensible exam blueprint, review and enhancement of the current item bank, item writing and review support, test form development, and standard setting activities.
The AIC is looking for vendors with experience developing and supporting high-stakes examinations, particularly for professional regulatory bodies, professional associations or similar organizations. Vendors should demonstrate expertise in psychometric analysis, exam development, standard setting, validity and fairness considerations, and accessibility best practices.
Proposal submission details
Proposals must be submitted in PDF format by August 21, 2026. Questions regarding the RFP must be submitted by August 14, 2026. Responses will be shared with all potential vendors.
