Care-First mandatory education requirements
Completion of Care-First education will be required to renew certain licenses in 2027.
The Alberta Insurance Council (AIC), together with the Government of Alberta (GoA), is advising licensed general insurance agents and independent adjusters of new mandatory education requirements tied to the launch of Care-First in Alberta.
Following amendments to the Insurance Agents and Adjusters Regulation that came into effect on July 31, 2026, the AIC may now require specific continuing education courses to be completed. Under this authority, affected licensees must complete the applicable Care-First education course.
What you need to know

- Care-First education is mandatory for affected license classes.
- The education must be completed before renewing your license in 2027.
- This requirement applies to Alberta residents and non-residents.
- The education will satisfy your annual Continuing Education (CE) requirement.
- If you are normally exempt from CE requirements, you must still complete the mandatory Care-First education.
Who needs to complete the education?
Two Care-First courses are available:
Care-First for Agents & Brokers required for:

- General – Level 1
- General – Level 2
- General – Level 3
The Government of Alberta expects agents and brokers who advise on or manage automobile insurance policies to complete this education by November 1, 2026, to prepare for policy renewals effective January 1, 2027.
Care-First Case Manager Education for Independent Adjusters required for:

- Adjuster – Level 1
- Adjuster – Level 2
- Adjuster – Level 3
- Adjuster – Level 3 Designated Representative
The GoA expects independent adjusters to complete this education before working on any Care-First claim.
The AIC requires license holders listed above to complete their education before renewing their license in 2027. Life Insurance classes are not subject to this mandatory education.
Why is the education required?
The education supports the implementation of Alberta’s new Care-First automobile insurance model, which takes effect January 1, 2027.
The GoA has developed educational content to help insurance professionals understand their roles and responsibilities under the new framework. The education is designed to introduce learners to Care-First and prepare them to operate effectively within it.
Mandatory education and license renewal
Completion of the applicable Care-First education course is required before you renew your license for 2027.
Licensees who do not complete the required education before their renewal deadline will not meet the requirements for license renewal and will not be eligible to renew their license.
Continuing Education requirements
All Alberta insurance licensees are required to complete 15 hours of Continuing Education (CE) annually to maintain their license.
Although Care-First education will satisfy the yearly CE requirements, it is important to understand that this is mandatory education, not an optional CE opportunity.
Completion will be reported through the AIC portal in the same way CE is currently reported.
